I don't think there should be any reason to declare something which is designed to be a direct OEM replacement, such as non-OEM discs, springs, etc, as long as they are the same basic design. This is now the case for warranties across the EU, so that the car remains under warranty even if you don't...

I take the (admittedly untested) view that I would argue that something like a brake upgrade makes the car safer, and so wouldn't declare it but would argue the toss if it came to it. Most calipers are the same across the E36, E46 Z3 and Z4 range so you can pick up a second hand one very cheap from ebay. Had exactly the same problem myself this week, turned out to be a seized caliper. Had it replaced with a new one today and they checked the right wheel as well while they were at it, cost me £100 inc VAT which i thought was pretty reasonable I've had the same issue - just got back from quick drive ...
