Yes they are for front and back full set.
I am not sure if you can maintain stock ride height but i would guess that it would lower the car from stock with the option to go lower if wanted.

Tyre pressures for 18" wheels?
I have a 2.2 Z3 and a while back purchased some 18" wheels for it.
I wanted to find out what tyre pressures people are using as they need inflating. They are a staggerd setup 8J front and 8.5J rear i believe.
