The Z4 wheel will fit, but you have to do a bit of metal work modifications to make it fit. Thinks its in a post on http://www.bimmerforums.com/forum/forumdisplay.php?137-Z3-(E36-7-E36-8) If you want the multifunction buttons to work, you need a new clock spring. Fuse 31, 5A, hot all the time. If its blowing a 5A fuse there is a problem. Fitting a larger fuse, just lets the wiring cook a bit more before it blows too. Cooked melted wiring is just a pain to fix and can be the death knell for the car. As the fuse is hot all of the time, take the fuse out. Get y...

You really need to get yourself a scanner. A cheap OBD scanner will sort your engine codes. If you want something to talk to the rest of your cars computers, you'll need something with BMW software. Fitting a non-airbag door card onto a door fitted with airbags is a little dangerous. A rough idle when cold and a good idle when hot is an indicator of a vacuum leak somewhere after the MAF. Have a good look at all of your boots, hoses etc for cracks and breaks. Alternatively, get a smoke test done to see where the leak is.

Suggest you start looking for a Vacuum leak between the MAF and he throttle body. Another likely area to check is the Crank Case Ventilation system.
Look at your short term fuel trims with your scanner. If they are >8%, it confirms that you are looking for a vacuum leak.

The common fault is for the seat to lock in the fully down position. This is caused by the drive nut sticking on the end of the worm tread. Guess it could also happen in the fully up position. You'll need to remove the seat to see where the drive nut is on the worm.

Check the left rear well in the boot for water. That's were the tilt sensor lives and it is right below the aerial. It the aerial grommet is leaking, then it fills the well with water.
The other common alarm cause is the bonnet/hood switch.
