It looks like a toll road card holder, is the car a Japanese import?
Mine had a similar one which carefully peeled off and the wires disconnected behind the center console.

I use 19inch on both sides and find this much better than the original 20inch.
I've decreased recommended wiper lengths by an inch on several cars I've owned in the past and mainly found it to be an improvement.

It could well be the air con, mine had an odd smell when I first got it which seemed to be the a/c as everything was bone dry and no leaks. It smelt musty when I got in the car and slightly worse when I used the blower. I used one of those cans of air con cleaner, Comma brand if I remember correctly...

Well worth fitting to driving side as well at that price, really useful extra storage space.
Takes 5 minutes to fit as si-forks explained and could be removed in future without leaving marks.

Referring to the above link I fixed mine "temporarily" about 18 months ago by using a cycle inner tube repair patch (the kind you just peel the back off and stick down) over the rubber plug making sure to cover the joint.
It's an instant cure, looks good and is still keeping water out.
