What milage should the plugs be replaced at?
As title says, mines done 21k with no probs.

Mileage
Modern plugs, run on unleaded fiel, will last for about 60,000 miles. This is, for example, the plug change periodicity for a lot of modern VW cars.

Well the BMW handbook doesn't say mileage - it says Insp II for everything bar the M44 1.9, which is both Insp I and Insp II. I reckon about 8-9k miles between services on mine, alternating between Oil Service and Inspection - the later cars have slightly longer service intervals, so lets call them 10k miles, so every four services on yours would be 40k miles or thereabouts.

Yes - that would suit cars which are not used very much, and do a lot of miles when not really hot - typical enthusiast cars!
In more normal use with longer runs - say 15,000 between services would equate to 60,000 for an Inspection 2.
A set of plugs is about the only difference between an Insp 1 and an Insp 2, but the price asked for the Insp 2 is a lot higher . . . ever had the feeling that you have been seen off in your quest for a rubber stamp collection in the service book?
