I recently refurbished my wing mirrors as the bases were badly corroded....anyhow.....
I'm aware that part of the cause for this corrosion may have been water sitting in the bolt holes.
Here are some pics of what I've done, such a cheap and hopefully successful preventative measure to prolong the life of the bases, I guess time will tell.
The blanking grommets are a lovely snug fit and when the mirrors are twisted back, the bases slightly compress down on the top of them.

Brilliant idea Stephen.... well done !
I hope you applied a good glob of Marine grease on the inside of the base in the area through which the shaft passes to the arm and spring... that will keep water out and the shaft sleeve protected from water getting in there and doing it's damage...

I first came across Marine grease whilst being fairly involved in boating... the stuff just doesn't surrender to water in spite of it not being any more or less viscous than ordinary auto grease products... it is blue coloured though...

I've just bought some from the local motor shop, this is shitty brown (or is it pink? dam my colour vision deficiency!)
