The upper tray has a lip to stop things falling out. There's no lips on the other two levels, although they are both carpeted.
A CD case neatly fits into the lower tray. The inside of the console lid is colour coded to the car interior (i.e. beige in this case).
On US models, the lid to the US rear console isn't colour coded, and there's just the two levels. On the other hand, there's a great deal more sideways space to be had.
I think the difference is due to UK cars having facility for CD changer pre-installed in all cars.
