Or it could be one of the cheap badges off eBay that a person without an ///M car fits to their car presumably in the believe that the badge miraculously fits a new engine to their car. BMW have never fitted an "M Power" badge to any car.

Isn't it just a badge you can stick on a 116, 316 or 520 to make it go faster .

Yep, ///M wheels are known for their ability to add 100 bhp to your car!
///M logo'd parts (as opposed to boot badges) means M-tech parts, which is BMW's M styling division. It is common to find ///M steering wheels on non-///M cars - many of the Z3's got this, my Dad's 1er has it, etc. etc. There is also M-tech suspension, which is fitted to some of the "sportier" models - it sits slightly lower than standard and is a bit stiffer - again my Dad's 1er has this.
Only true ///M cars have the BMW Motorsport tuned ///M engines and these are readily identifiable by the massive ///M logo on the top of them. If I'm not mistaken, some of these do actually say ///M Power. They are also what are being referred to on the BMW "M Power" banners you see at race tracks etc. The difference in power output between ///M and non-///M engines is usually quite a lot - for example, a 3.0 Z3 produces 231 bhp, whereas the later 3.2 ///M engine produces 325 bhp from just another 200 cc. They are tuned to rev higher, produce more torque and more power, but they also need more servicing and are generally costlier to run, but in terms of smiles per mile, they can't be beaten.
