Odd question, but when my Zed is locked, the fuel filler cap doesn't lock...

It could just be that the little plunger that lock is sticking. Try locking the car with the cover open and you should see the plunger move. Not sure how you access it if you need to repair. Try some silicon lubricant spray and it might free off.
The alternative is the fuel cover is damaged and nothing for the plunger to locate into.

I assume it's only the facelift models that lock ????, as my pre-facelift 2.8 doesn't but does have a locking cap within the flap.

Did it ever lock? Do you have a key slot in the filler cap (not flap)?

Z3 either have a flap which locks with the central locking, or a cap which locks with the key. If your cap locks, then the flap doesn't.

Yes, i meant the flap. The cap has no keyhole and simply twists off.. when i lock the car with the flap open the locking plug? doesn't move. :/

You are better off without a locking fuel flap - if the low life cannot easily open it to syphon your fuel they will use a crowbar - doing damage which costs a lot more than a few gallon of petrol! If they do not have a cowbar they often bash a hole in the fuel tank - and on a Z3 a new tank means the removal of the rear suspension . . .

Anti siphon filler pipes deter most thieves and getting under the car to bash a hole is a lot of trouble far easier to drill with modern cordless.
The z3 is not the only car to have the tank trapped by the subframe as the fuel tank is on of the first items fitted to a car body after the brake and fuel lines during production

The little pin could be broken, or the catch could be broken, or the electrics are duff. Personally, I would get a locking cap and not worry about the flap not locking.

Have a look under the boot carpet {RHS} and ensure that the electrical connection is connected. When I bought my car someone had disconnected it, now it is working. Two months later another forum member had exactly the same problem and solution!
