Why is my Tyre rubbing against wheel arch?

When I turn full lock on,(left hand down) the passenger side front wheel touches the undertray in the Wheel Arch. The groaning noise is more noticeable when reversing, as it is working against the edge of the plastic(if that makes sense).
I am using standard issue wheels and Tyres 225/45/16.
There is a hump in both Arches (just to the right), if looking directly at the profile of the wheel,not sure what it`s for, but that is where contact is made.
Can I cut it off? whats behind it?

Any help would be appreciated
