What does it look like from under the bonnet? I suspect you will see the bump just forward of the ignition coil.

The front half of the inner wheel arch is ONLY liner, the metal stops just forward of the suspension turret.

You should be able to just push it back into place.
If it has been distorted for a long time, the plastic will have 'set' in the wrong position.
You could fix it by securing a self tapper and big washer into the liner from the wheel side, and fixing it through to a suitable light fixing on the inner side. You can then pull the liner inwards, and just hold it 'in' with a tie wrap. After a few weeks take it off, the plastic will have remembered its' proper position, and all you are left with is a small hole in the material.
